I am building my business on a limited budget, is it worth employing a graphic designer?

The simple answer is, unless you have training in design, then it may well be more cost effective in the long term. The advent of home PC's has suddenly led to everyone (and the dog) thinking that microsoft have blessed them with creativity and a load of utter drivvle has been produced in the name of DTP.

A professional designer may spend 2, 4 or even 7 years learning their trade and will lend significant visual impact to anything you are developing.

However it's also useful to remember that they communicate visually, many of them cannot spell and would find it difficult (to say the least) to write compulsive sales copy (words) so balance it up. Take command of the project, read the section on design in Business growth and remember, at the end of the day, the designer is there to enhance the visual side of your promotion - not to do it all, that's your responsibility.
